Medicaid, Core Principles


The AAFP supports specifying the following principles to the policy on Medicaid, Core Principles:
  • federal share maintained at least at current levels;
  • cost-containment determined by evidence-based research;
  • a clear definition of medical necessity based on evidence;
  • support for care management by physicians with appropriate payment;
  • pay for performance and other quality improvement activities rooted in evidence-based research;
  • maintenance of current pharmaceutical benefits for dual eligibles if those benefits cover more drug costs than does the Medicare benefit;
  • a benefit profile that includes preventive services; and
  • separation of long-term care from Medicaid.
