Medicaid, Core Principles
The AAFP supports specifying the following principles to the policy on Medicaid, Core Principles:
- federal share maintained at least at current levels;
- cost-containment determined by evidence-based research;
- a clear definition of medical necessity based on evidence;
- support for care management by physicians with appropriate payment;
- pay for performance and other quality improvement activities rooted in evidence-based research;
- maintenance of current pharmaceutical benefits for dual eligibles if those benefits cover more drug costs than does the Medicare benefit;
- a benefit profile that includes preventive services; and
- separation of long-term care from Medicaid.
