Mark McClellan, M.D., Ph.D., who oversaw implementation of the Medicare Part D prescription program as administrator of CMS, will step down from that position in October. McClellan made the announcement Sept. 5.
AAFP leaders and government relations staff members have worked with McClellan on several issues, most recently in June when they met with him to discuss a dispute about Medicare payments to residency programs that use volunteer preceptors. In addition, the Academy has maintained correspondence with McClellan regarding several issues, including specialty hospitals, the Medicare Part D program and reforming Medicare payments to physicians.
As CMS administrator, McClellan oversaw the Medicare and Medicaid programs, which serve more than 80 million Americans and have an annual budget of $570 billion. He was appointed CMS administrator in 2004 after serving as FDA commissioner and, before that, as a member of President Bush's Council of Economic Advisors.
